




The City of Holmen annexed over 800 acres of farmland to the north of the community along STH 53 and the Mississippi River Bluffs. SAA Design Group assisted the community in amending its comprehensive plan and establishing a Tax Incremental District for the area. SAA was also contracted to develop a community vision for this area that served as a signature entrance to the community that capitalized on the views of the Mississippi River Bluffs on the east and the historic proximity to the Seven Bridges Park to the north and west. Themes for this mixed use neighborhood include open space preservation, sustainable development practices, and the opportunity to allow for the creation of new businesses and industry.
The master plan included a detailed mixed use development that had a hierarchy of street patterns that were pedestrian and bicycle friendly, promoted stormwater infiltration and rain gardens as opposed to storm sewer and detention basins, and advanced a series of linear parks and pathways that interconnected the various land uses thereby reducing auto dependency in the mixed use development.
